一、基本情况：
我局已对该单位实施了多年的执法检查，特别是去年以来，我局增加了现场调查、处理的人员与力量，并及时与上海市环保局、上海市环境监察总队及上海市环境监测中心等部门就有关工作进行了研讨。

上海富国皮革有限公司主要从事皮革加工作业，在生产过程中产生大量的废气，严重影响了上大地区数十万居民的身体健康，尽管该单位于2005年10月停止了毛皮加工工艺，但大气污染问题尚未得到根本的解决，且该单位环保意识低下，不愿对处理效率低下的废气处理设施进行改造，使得大气污染物排放总量长期得不到削减，使得周边的百姓长期生活在水生火热中；对此，我局非常重视，自去年以来加大了对该单位的处罚力度，我局已先后对该单位立案查处三次，处罚金额近20万元，并依法对该单位征收废气排污费，有力地打击了该单位违法排污的行为。

但是，该单位环保意识低下，缺乏污染治理的动力和能力，千方百计地逃避环保执法检查和环保义务，使得环境问题仍非常突出，如2008年10月，上海富国皮革有限公司不正常使用喷浆工艺废气处理设施，废气直排环境，但该单位却拒绝签字承认，对我局的执法工作带来了巨大的阻力。

为此，我局已就该单位及该地区的环境问题先后多次上报上海市环保局及宝山区人民政府，希望对该单位实施关停并迁等措施，对此，上海市环保局非常重视，上海市环保局局长张全亲自批示要求有关处室与我局共同采取有力措施，确保一方平安。

二、目前正在开展的工作：
第一、我局加强了对该单位的环境监察力度，自去年以来，先后对该单位立案查处三次，有力地打击了该单位的违法排污行为。

第二，由上海市环保局牵头，对上大地区的环境状况进行彻查，查清环境问题的症结所在，并将包括该单位在内的重污染企业实施关停并迁工作列入上海市第四轮环保专项行动计划。

三、下一步的工作设想：
为进一步削减该地区的污染物排放总量，改善该地区的环境面貌，我局设想采取以下工作方式：

第一，加强对该单位的环境监测和监察工作，努力提高环境监管的效果；

第二，我局将积极配合上海市环保局的各项工作，为该单位的早日关停作出应有的贡献。

第三，我们已经报请上海市环境保护局，在上海市第四轮环保三年行动计划的编制中，将该单位的关停或产业结构的调整工作，列入上海市第四轮环保三年行动计划中；

第四，我们也急切盼望市、区二级政府能早日综合决策，改变该单位长期影响居民生活的局面，彻底改善该地区的环境质量；第五，我们也真诚地希望能得到你的支持，与我局一道呼吁，使上述重污染单位早日纳入政府的宏观决策，早日实施关停并转。

根据国务院《信访条例》的规定，如果您不同意上述处理意见，可以在收到该信访事项处理意见后的30天内向至我单位的上级行政机关“宝山区人民政府”接待场所提出书面复查申请，逾期将不再受理。
