原告於20xx年9月23日於重慶龍華實業集團眾友汽車銷售服務有限公司處購買一汽-大眾汽車有限公司生產的速騰轎車一輛。因一汽-大眾汽車有限公司生產的裝有耦合桿式後懸架存在嚴重的安全風險，給投訴人的生命、財產帶來極大安全隱患，特向貴委投訴。
20xx年10月17日一汽-大眾汽車有限公司宣布召回563,605輛一汽-大眾新速騰，召回方案為在受影響的車輛後懸架縱臂上安裝金屬襯板。從召回公告中對加裝金屬襯板的作用來分析，「在車輛後軸縱臂上安裝金屬襯板」這一相當於給汽車「打補丁」的召回措施，並不能根本解決後懸架斷裂問題，不能徹底消除後懸架斷裂所帶來的不安全風險。
20xx年10月24日大眾在媒體溝通會上又明確表示為新速騰後懸架縱臂加裝金屬襯板是目前最理想的解決方式，並不建議更換懸掛，因為可能帶來更多的不確定因素。如果加裝金屬襯板不能徹底消除安全隱患且又不能更換***懸掛，大眾又沒有其他解決辦法有效消除後懸架斷裂風險，就應當根據《缺陷汽車產品召回管理條例》第十九條之規定採取退車的方式徹底消除風險。
《中華人民共和國消費者權益保護法》第四十七條之規定，「對侵害眾多消費者合法權益的行為，中國消費者協會以及在省、自治區、直轄市設立的消費者協會，可以向人民法院提起訴訟」。據大眾官方統計搭載耦合桿式後懸架的新速騰車共計563,605台，受侵害的消費者人數眾多，符合該條規定的由消費者協會提起訴訟的條件，因此，特請求貴協會向被投訴人提起訴訟。
