2008年11月4日，我們收到上海市「網上信訪」受理（投訴）中心轉交辦的關於您寫給沈駿副市長的信訪事項，編號為：網2008035933。經研究，現將該信訪事項的處理答復如下：
一、基本情況：
我局已對該單位實施了多年的執法檢查，特別是去年以來，我局增加了現場調查、處理的人員與力量，並及時與上海市環保局、上海市環境監察總隊及上海市環境監測中心等部門就有關工作進行了研討。

上海富國皮革有限公司主要從事皮革加工作業，在生產過程中產生大量的廢氣，嚴重影響了上大地區數十萬居民的身體健康，盡管該單位於2005年10月停止了毛皮加工工藝，但大氣污染問題尚未得到根本的解決，且該單位環保意識低下，不願對處理效率低下的廢氣處理設施進行改造，使得大氣污染物排放總量長期得不到削減，使得周邊的百姓長期生活在水生火熱中；對此，我局非常重視，自去年以來加大了對該單位的處罰力度，我局已先後對該單位立案查處三次，處罰金額近20萬元，並依法對該單位徵收廢氣排污費，有力地打擊了該單位違法排污的行為。

但是，該單位環保意識低下，缺乏污染治理的動力和能力，千方百計地逃避環保執法檢查和環保義務，使得環境問題仍非常突出，如2008年10月，上海富國皮革有限公司不正常使用噴漿工藝廢氣處理設施，廢氣直排環境，但該單位卻拒絕簽字承認，對我局的執法工作帶來了巨大的阻力。

為此，我局已就該單位及該地區的環境問題先後多次上報上海市環保局及寶山區人民政府，希望對該單位實施關停並遷等措施，對此，上海市環保局非常重視，上海市環保局局長張全親自批示要求有關處室與我局共同採取有力措施，確保一方平安。

二、目前正在開展的工作：
第一、我局加強了對該單位的環境監察力度，自去年以來，先後對該單位立案查處三次，有力地打擊了該單位的違法排污行為。

第二，由上海市環保局牽頭，對上大地區的環境狀況進行徹查，查清環境問題的症結所在，並將包括該單位在內的重污染企業實施關停並遷工作列入上海市第四輪環保專項行動計劃。

三、下一步的工作設想：
為進一步削減該地區的污染物排放總量，改善該地區的環境面貌，我局設想採取以下工作方式：

第一，加強對該單位的環境監測和監察工作，努力提高環境監管的效果；

第二，我局將積極配合上海市環保局的各項工作，為該單位的早日關停作出應有的貢獻。

第三，我們已經報請上海市環境保護局，在上海市第四輪環保三年行動計劃的編制中，將該單位的關停或產業結構的調整工作，列入上海市第四輪環保三年行動計劃中；

第四，我們也急切盼望市、區二級政府能早日綜合決策，改變該單位長期影響居民生活的局面，徹底改善該地區的環境質量；第五，我們也真誠地希望能得到你的支持，與我局一道呼籲，使上述重污染單位早日納入政府的宏觀決策，早日實施關停並轉。

根據國務院《信訪條例》的規定，如果您不同意上述處理意見，可以在收到該信訪事項處理意見後的30天內向至我單位的上級行政機關「寶山區人民政府」接待場所提出書面復查申請，逾期將不再受理。
