原因分析:
水質變化主要受區域內的工業污染源、農業污染源和生活污染源等影響。另外,黃浦江水系承接約80%的太湖泄水量,上游來水水質對黃浦江水系水質變化也有至關重要的影響。
1) 工業及生活污染源
近20年來,上海市的廢水總量基本穩定,但其構成發生了顯著變化,工業廢水量不斷下降,而生活污水量不斷上升.

隨著工業廢水量的下降及廢水處理能力的加強,工業對水體的污染貢獻不斷減小,黃浦江水系的有機物和重金屬等污染得到有效控制。
1.2生活污水
1991—1996年,上海市生活污水量從6.33億t激增至11.44億t,年增長率達到12.6%,為
該階段內水質惡化的原因之一(r=0.506,P>0.05);1996—2003年,生活污水量基本穩定,為該時期水質改善創造了必要的條件;2003—2010年,生活污水量再次快速上升,從12.11億t上升至21.15億t,加大了水質改善的難度。
生活污水中氮、磷等物質濃度較高,上海市的生活污水中,氨氮平均質量濃度可達30~50mg/L,總磷質量濃度可達3~5mg/L。雖然生活污水處理率逐年提高,但相對於工業廢水,上海市生活污水處理率相對偏低,生活污水量的增加使黃浦江水系的營養鹽物質污染有加重趨勢。
2農業污染源
農業污染主要由農田化肥流失和畜禽養殖產生的糞便造成,可分別用化肥施用量和畜牧業產值來表徵。畜牧業污染以高氮磷為特徵,主要的污染載體為畜禽糞尿,為上海市首要的農業污染來源。1986—1996年,上海市畜牧業產值呈逐年增長趨勢,與水質污染指數變化之間呈極顯著的正相關關系(r=0.792,P≤0.01),即畜牧業污是造成該階段內水質惡化的主要因素;1996年後畜牧業產值基本穩定,並在2003年後出現一定的下降趨勢,為水質改善創造了必要的條件。
近20年來,化肥施用量呈緩慢下降趨勢,年均下降4.0%,與水質污染指數變化趨勢無明顯相關性,化肥施用量並非影響黃浦江水系水質的主要因素。
3上游來水
近年來,上游來水總體水質變化可分為3個階段。第一階段(2002年前),上游來水總體水質基本穩定,各條來水水質均優於楊浦大橋斷面;第二階段(2002—2004年),各條來水水質均急速惡化,攔路港、太浦河、大蒸港和胥浦塘來水的水質污染指數分別上升62.1%、62.6%、40.4%和40.3%,楊浦大橋斷面與各條來水之間綜合水質差異明顯縮小,部分來水水質(胥浦塘來水)已劣於楊浦大橋斷面;第三階段(2004—2010年),水質呈緩慢改善趨勢。
