1、行政機關是指依法行使國家權力、執行國家行政職能的機關。從廣義上講，行政機關是一級政府機關的總稱，即國家政權組織中執行國家法律，從事國家政務、機關內部事務和社會公共事務管理的政府機關及其工作部門。從狹義上講，行政機關僅指政府機關內部的綜合辦事機構，即辦公廳(室)，它是在行政首長直接領導下處理各種事務、輔助進行全面管理工作的機構。

3、黨政機關，狹義上是指中國共產黨機關和國家行政機關。中共中央辦公廳、國務院辦公廳聯合印發的《黨政機關公文處理工作條例 》（中辦發〔2012〕14號），第一條對黨政機關進行了定義：為了適應中國共產黨機關和國家行政機關（以下簡稱黨政機關）工作需要，推進黨政機關公文處理工作科學化、制度化、規范化，制定本條例。
